The Building Industry Association of the RRV and BIA Foundation of the RRV are excited to recognize this year's top volunteers, celebrating their dedication to the association, the industry and the community. A committee of staff and members chose the three "volunteer of the year" honorees. They will be recognized at the New Year Celebration Jan. 28!
These are our top awards honoring members who go above and beyond in industry promotion, community involvement and leadership. Both Shannon and Tim will be in the running for the North Dakota Association of Builders’ top awards in November.

Shannon Roers, ROERS, has been honored as Builder Volunteer of the Year for visionary leadership while serving as the Association's president during its 70th anniversary year. She helped guide strategic priorities focused on membership growth, advocacy and long-term sustainability while strengthening the organization's voice on housing and development issues.
A member of the BIA-RRV board of directors since 2021, Shannon has been a strong advocate for policies that support housing affordability and industry growth. She previously co-chaired the task force that led the transition from the Home Builders Association of Fargo-Moorhead to the Building Industry Association of the Red River Valley, helping position the organization for future success.
Through involvement at the local, state and national levels, she brings a commercial builder/developer perspective to the table and consistently encourages greater engagement in advocacy efforts that benefit the entire industry. Shannon has also played an active role in local development and planning discussions, contributing valuable industry expertise to conversations around topics such as Fargo's Land Development Code update.
Drawing on previous experience as a state legislator, Shannon brings a unique understanding of the public policy process and a genuine passion for civic engagement. She is a familiar face at the Association’s Candidate Forums and meetings with elected officials, encouraging members to become informed, engaged and involved in shaping the communities where they live and work. Whether discussing housing policy, regulatory challenges or the future of growth in our region, Shannon helps connect industry professionals with decision-makers and demonstrates how meaningful engagement can make a difference.

As secretary of the BIA-RRV Executive Committee and an active member of the BIA Ambassadors, Tim has worked tirelessly to strengthen relationships throughout the Association while helping recruit and retain members.
Known for his enthusiasm for connecting people, Tim is a familiar face at Association meetings, events and advocacy programs. A past Top Recruiter Award recipient, he actively introduces prospective members to the value of BIA-RRV membership and encourages current members to deepen their engagement. Whether making recruitment calls, mentoring newer Ambassadors or representing Bell Bank's ongoing support of the Association through sponsorships and participation, he consistently goes the extra mile to advance the mission of BIA-RRV.
Tim’s commitment to relationship-building and member engagement has helped strengthen the Association's network and create opportunities for members to connect, learn and grow.
This award highlights members who are passionate about giving back through our charity’s workforce development and housing projects.
